    Codex write-container authority and infrastructure retry support.

    Write-mode Codex invocations now use the disposable operator container as their execution boundary instead of requiring an unavailable nested user namespace. Observe-mode Codex remains read-only. Durable mutations remain constrained by typed effect application.

    Validated by the full 141-test suite.
