    Graph lifecycle telemetry. Wire protocol 1.0.

    Every ledger transition — budget reservation, dependency and join parking, release, completion — now emits a registered homeostat.graph.* event carrying its ledger coordinates, so graph behaviour is queryable rather than readable only by paging one issue's comments.

    Requires Protocol v0.1.1, which registers those four event types.

    Install is checksum-pinned by governor/actions/setup-transducer; the wheel below is the artifact that action downloads and verifies.
